On the 17th, the reporter learned from the 2015 Gansu Provincial Transportation Work Conference that by the end of 2014, the total mileage of highways in the province had reached 138000 kilometers, including 3300 kilometers of expressways, 7492 kilometers of second-class highway, 120700 kilometers of rural roads, and the density of the highway network had reached 32.43 kilometers/100 square kilometers. 70% of the established villages in the province have asphalt (cement) roads, 1222 township bus stations, and 13164 established village bus stops, covering 96.8% of townships and 78.1% of established villages in the province.
According to Kang Jun, Director of the Transport Department of Gansu Province, Gansu Province completed a fixed asset investment of 60.4 billion yuan in transportation in 2014, a year-on-year increase of 30%. The pace of highway construction in the province has been comprehensively accelerated, with the completion of 300 kilometers of expressways from Chengxian to Wudu, Guazhou to Dunhuang, and Linxia to Hezuo, ending the history of no expressways in Gannan Tibetan area. All cities, prefectures, and 48 counties in the province have access to expressways. Construction of 1000 kilometers of expressways and first-class highway, 11 705 kilometers of second-class highway, 13 1100 kilometers of second-class highway, and 10657 kilometers of construction village unblocking projects were started.
Meanwhile, the quality of transportation project construction continues to improve. It is reported that in 2014, Gansu Province focused on the construction of "quality transportation", established red lines, strengthened supervision, set standards, strictly assessed, vigorously promoted project management, and vigorously promoted standardized construction. Key project construction symposiums and on-site observation meetings were held successively, and the provincial department issued "17 opinions" to improve project management and implement the quality responsibility system. All transportation engineering trading directory projects have been included in the provincial public trading platform, and the credit evaluation and assessment system has been fully implemented to prevent severely dishonest enterprises from entering the transportation construction market in Gansu.
We have strictly implemented the "three links" system for engineering quality, and held accountable leaders involved in engineering quality issues. The overall pass rate of intermediate sampling inspection for key highway construction projects in the province has reached 95.2%, an increase of 0.5 percentage points from 2013.
Kang Jun stated that China's economic development has entered a new normal, which is an inevitable reflection of the phased characteristics of China's economic development, and an objective manifestation of the effects of economic laws, social laws, and natural laws. It means that the economic growth rate has shifted from high-speed growth to medium high speed growth, the economic development mode has shifted from extensive growth based on scale and speed to intensive growth based on quality and efficiency, the economic structure has shifted from mainly increasing capacity to deep adjustment of stock and optimizing increment, the driving force of economic development has shifted from traditional growth points to new growth points, and the economic risks have shifted from relatively explicit to compound interweaving. As a fundamental and leading service industry of the national economy, transportation must further deepen its understanding of the new normal of economic development and grasp the new trends presented under the new normal.
In terms of road connectivity, we should focus on the goal of "connecting counties to highways, townships to national and provincial roads, villages to asphalt (cement) roads, and opening up inter provincial export roads and port road channels", and implement a batch of road construction projects to accelerate the construction of the province's road network; In terms of air route connectivity, we should focus on opening up "air channels", further expanding international and domestic routes, promoting the development of related industries such as general aviation, air logistics, and airport new cities, striving for the early opening of Dunhuang Airport Port to the outside world, and striving for Jiayuguan Airport to be included in the national port development plan; In terms of postal "connectivity", we should focus on "opening up international mail and postal ports", rely on railway, highway, and air transportation methods, vigorously promote the construction of postal infrastructure network and express delivery service network, and achieve the development of express delivery enterprises towards branding and collectivization.
At the same time, promote the deep integration of various transportation modes, leverage their respective comparative advantages, enhance overall efficiency, accelerate the construction of comprehensive transportation hubs, logistics information platforms, and logistics parks, promote the development of modern logistics industry through multimodal transport, and accelerate the comprehensive integration of postal and express delivery industry with transportation.
According to the plan, Gansu Province will complete a fixed asset investment of 78 billion yuan in transportation by 2015, an increase of 30%; The total turnover of road transportation and the passenger throughput of civil aviation both increased by 20%; The total volume of postal services has increased by over 18%, while the volume of express delivery services has increased by over 30%; Vehicle toll revenue reached 8.35 billion yuan, an increase of 14%. 700 kilometers of expressways, 310 kilometers of first-class highways, and 1130 kilometers of second-class highways will be newly constructed throughout the year, ensuring the completion of 300 kilometers of expressways, 170 kilometers of first-class highways, 906 kilometers of second-class highways, 10000 kilometers of smooth construction projects in established villages, and 1500 car stops in established villages.
In the comprehensive implementation of the "6563" transportation breakthrough action in the golden section of the Silk Road Economic Belt in Gansu Province, Gansu Province will focus on tackling the problem within 6 years, complete an investment of 500 billion yuan, build 60000 kilometers of highways, and achieve the "three connections" of internal and external highways, air routes, and postal routes by 2020.
